Office Of Disability Rights |
| |
The mission of the
Office of Disability is to advance the civil rights
of people with disabilities by coordinating the
District's ADA Compliance Program and by ensuring
and overseeing the District-wide compliance with
ADA and related disability-rights laws.
The Disability Rights Protection Act of 2006 (D.C.
Law 16-239; effective March 8, 2007) creates a new
cabinet-level Office of Disability Rights and a
new citywide program to help the DC government comply
with the federal Americans with Disabilities Act
(ADA). The Disability Rights Protection Act was
developed as a collaborative effort between the
disability community and the DC Council. Seventy
DC community organizations have endorsed the legislation
since its introduction at the DC Council on July
11, 2006 by then-Councilmember Adrian Fenty. On
December 5, 2006, the DC Council approved the bill
unanimously.
The following two positions will be integral to
shaping this new cabinet-level agency and contributing
to advancing the mission of the Office. |

| Deputy Director: |
|
The primary purpose of the Deputy Director is
to serve as a full Deputy to the Office of Disability
Rights. The Deputy Director will direct and oversee
the implementation of all administrative activities
and programs related to planning, developing,
directing and coordinating the functions of financial
operations, personnel administrative support,
management analysis, contracting and procurement,
facilities supports and information systems of
the District of Columbia Office of Disability
Rights. In addition the Deputy Director will participate
with the Director in providing leadership and
direction in the execution of the agency's programs,
in deciding policies and in planning and coordinating
the development of programs within the framework
of general policy determination of the Mayor and
the D.C. City Council.

| Major Duties and Responsibilities: |
| The Deputy Director exercises
authority in planning, organizing, implementing,
staffing, reviewing and supporting activities in
the Office. Serves as advisor to the Director and
staff on administrative, management, and substantive
matters and develops and recommends the development
and/or revision of policies and practices. |
| |
| The Deputy Director
will support the Director of the Office of Disability
Rights to: |
- Coordinate and oversee the
District's ADA Compliance Program
- Provide ongoing training,
technical assistance and community resource
referrals to agencies to ensure that agency
employment practices, services
and supports, facilities, telecommunications,
and general policies and practices are fully
accessible to people with disabilities and meet
legal
requirements;
- Develop an Olmstead Compliance
plan;
- Provide information, referrals,
legal and information, and assistance with filing
complaints with the Office of Human Rights,
as appropriate, of any actions or inactions
that may violate the Human Rights Act;
- Assist with the promulgation
of rules, as necessary to implement the Disability
Rights Protection Act.
- Performs other related duties
as assigned.

| Qualifications: |
| Successful candidates
will hold Master's degree, J.D., or its equivalent
and possess: |
- Demonstrated knowledge of
the ADA and related disability rights laws,
- Knowledge of current best-practice
policies, programs, services, and support systems
for individuals with disabilities;
- Demonstrated ability to successfully
advocate for and implement new policies and/or
programs;
- Demonstrated ability to manage
multiple tasks and deadlines;
- Demonstrated organizational
management skills;
- Ability to administer an
operational and programming budget, communicate
effectively and travel within the District of
Columbia to attend meetings and events;
- Ability to supervise, mentor,
motivate, appraise, and work with employees;
and
- Ability to communicate clearly,
concisely, and with technical accuracy.

| Communications
Specialist: |
| The Communications
Specialist and is responsible for internal and external
communications as well as community relations. The
Communications Specialist will provide information
to the general public and other District Government
agencies about the components and application of
the Americans with Disabilities Act (ADA). |

| Major Duties and Responsibilities
Specific duties include: |
- Develop and implement public
information campaigns that will successfully
and efficiently inform the disability community
as well as the general public, stakeholders
and consumers about accessibility, relevant
programs and disability rights related information;
- Manage public information,
community outreach activities and special projects
that inform the target audience about ODR's
special events, programs and services.
- Represent ODR in a variety
of community outreach activities, meetings,
and public forums; speak to groups and individuals
regarding the office's
activities and services, and participate as
an active member of designated community organizations
and committees.
- Develop and maintain design
standards, procedures and format styles for
training materials, publications and other printed
materials in multiple
formats, ensuring compliance with District government
laws, rules and regulations. Reviews written
and graphic materials used in promotional literature
for content, accuracy and style. Participates
in the formulation of public information policies
and operational procedures. Writes, edits, and
executes
strategic communication outreach plans and programs
as well as all public information data that
will be used to reach targeted audiences.
- Keep the ODR management and
staff informed of media coverage and developments
relevant to disability rights in DC;
- Field inquiries and requests
from residents and D.C. government agencies
related to reasonable accommodations and accessing
government buildings
and services.
- Provide information and referral,
legal information and assistance to individuals
who have questions about disability rights and
are experiencing obstacles to receiving services.

| Qualifications: |
| Successful candidates
will hold a Master's degree, or its equivalent and
possess: |
- Demonstrated knowledge of
the ADA and related disability rights law
- Knowledge of assistive technology
and lternative formats.
- Skill in the development
and implementation of public information campaigns.
- Ability to quickly and deliberately
assist residents in obtaining accurate answers
to questions.
- Knowledge of administrative
program operations and support functions, regulations,
and precedents to receive, monitor, and resolve
constituent
inquiries, and to monitor and support all program
areas.
- Knowledge of Office of Disability
Rights policy, missions, and programs, and qualitative
analysis techniques in order to review constituent
inquiries, answer questions, and participate
in evaluations of ODR programs.
- Expert skill in writing,
editing, and research in order to develop comprehensive
replies and information papers to identified
recipients.
- Expert skill in verbal communications
to organize and present briefings on program
operations and recommendations to improve programs.
